[Infrastructure][Ansible] Create Rocky Linux 9 system for Ansible Operations #55

Current standalone ansible system is running Rocky Linux 8. In May, it will be in maintenance mode and will stop receiving ansible-core rebases. While a different platform is on the horizon to handle ansible operations, it may be beneficial to have an in-between system in the mean time running Rocky Linux 9, which will continue to receive updates, rebases, and fixes for ansible-core.
