cleanup: remove unused scripts and dirs 
mangle/mock is no longer needed and has been superseded by
https://git.resf.org/sig_core/mock-rocky-configs

iso/py and iso/sh were placeholders for empanadas initial development.
as such as they are no longer needed.

sync

These scripts assist in syncing to staging and to prod for releases, whether they are full point releases, simple update releases, or a brand new repository being added. Each script here has a specific purpose.
