Add @thefossguy as a maintainer for RPi4 and VF2
I have two of each boards so my idea is to use one in "production" with whatever latest version of Rocky is available and use the other board as a dev board to tinker with kernels, uboot and other stuff. Since I have two of each SBC, I can also volunteer for providing community support in the Mattermost chat and also on the Rocky Forums.
