FYI, this could possibly be caused by building a Rocky 8 image on a Rocky 9 system. I remember running into something like this circa Rocky 9.0 release time.

It's merged, hopefully will Just Work(tm) now. I'm looking to revamp this image build process soon with livemedia-creator, or hopefully switch over to the generic ARM image entirely!
