Create runtime-ssh-host-keys element Move managing of SSH host keys into a dedicated element. Because glean doesn't generate SSH host keys anymore, we need to do it with a systemd script. This is already handled by CentOS / Fedora so we don't want to add it there. Don't use ssh-keygen -A for init scripts We are running into race conditions with glean, which ssh-keygen -A is not handling properly. So, create a new script to first check if the file exists, then use 'yes' to disable overwriting of existing files.
