There's an increasing amount of pydoc based documentation. Output the
module reference and link it into the developers main page.
One fixup to the rst needed

Currently there is no description of dependencies in the generated
documentation of the elements: therefore a user of an element does not
know which other elements are automatically included and e.g. which
configuration options are available. In addition there are some
copy&pastes of parts of the README.rst scattered thought different
Ubuntu and Debian specific elements.
This patch adds a semi-automatic generation of dependency information
of all elements. Nevertheless these are not automatically included.
The author of the element's README.rst can decide if and where the
dependency information should appear and can use the descriptor
.. element_deps::
for this.
This patch adds the dependency information for some Debian and
Ubuntu patches - and creates the base for later removing the
duplicated parts.
A call is added to element_dependencies._find_all_elements() to
populate reverse dependencies for Element objects.

By default sphinx uses localtoc which means 'show TOC for this page'.
Using a global table of contents on the sidebar is much more user
friendly wih our docs structure.

Currently, running sphinx_build fails for us because we depend on
diskimage-builder in our sphinx conf.py. This causes doc generation
on sites like rtfd to fail unless they install the diskimage-builder
module beforehand. We can, alternatively, import pbr directly and not
require the module as part of doc generation.

Adding a test function which allows us to use elements to perform
element-specific tests. In order for this to work sanely, also adding
some configuration to our break system so we can assert on negative
tests.
Also adding a test for apt-sources to verify this code actually works.

Set the pbr option 'warnerrors' to make build_sphinx turns warnings into
error. Fix all warnings.
`tox -edocs` will thus abort whenever someone introduce a new error.
