Most of our distros support DIB_DISTRIBUTION_MIRROR for setting the
mirror to be used when building. This has a major downside where if
someone would like to create a static configuration for building various
distro images it cannot set DIB_DISTRIBUTION_MIRROR (think of the case
where we want to run our tests).
By adding support for DIB_$DISTRO_DISTRIBUTION_MIRROR this problem is
resolved.

Other fedora/centos elements can use the YUM variable, already set in
some base elements (fedora, centos-minimal). This commit also exports it
for centos/centos7.
Set a fallback value in pip-and-virtualenv element.

cloud.centos.org appears to have changed their naming for images.
This latest iteration drops the YYYYMMDD in favor for YYMM, but
also has a 'latest' available without the date stamp.
This change will mean we no longer have to submit new code reviews
whenever centos changes.

This is the centos element, which builds CentOS 6.
There are a couple of modifications to redhat-common because
the version of tar in el6 doesn't support --xattrs-include.
There is a change to both pkg-map and svc-map to add 'centos'
to the 'redhat' family.
Also explicitly have to install cloud-utils growroot and
dracut growpart for proper fsresize at instance launch.
Also sets the DIB_EXTLINUX variable because there is no grub2
for this distro.
