Set the pbr option 'warnerrors' to make build_sphinx turns warnings into
error. Fix all warnings.
`tox -edocs` will thus abort whenever someone introduce a new error.

Now that dib-run-parts has been moved to the dib-utils project, we
need to update diskimage-builder to use it instead of the version
directly in diskimage-builder.
This change removes the old copy of the dib-run-parts script in
the element, adds dib-utils as a dependency of diskimage-builder,
and updates the uses of dib-run-parts to correctly handle the fact
that it is now external to the project.

We use semantic versioning, not pbr's pre-version facility. This
line causes local package builds to have the wrong version, and
pbr will in future detect this and error.

This will provide a place to put checks that catch common errors
in elements. To start, this just checks that files starting with
a shebang are chmod +x so they can actually be run.

The specifically desired change is the one to setup.py which removes the
reference to d2to1. d2to1 is very undesirable to consume due to its
explicit dependency on distribute that is still unfixed. While we're
doing it, go ahead and do the full update.py from requirements.txt to
reduce later churn.

OpenStack runs git.openstack.org which is more reliable and responsive
when projects operate within OpenStack Infra. Replace all of the
references to github with referneces to git.openstack.org.

dib-run-parts is a symlink into the elements directory.
During packaging the symlink is preserved however
during installation dib-run-parts becomes a file containing
the contents of the symlink target.

Per http://wiki.openstack.org/ProjectTestingInterface we enable all
of the commands except build_sphinx because we do not have any sphinx
documentation as of yet. Includes babel support though there are no
properly internationalized strings just yet.
