7223f2ce20 Add the groundwork for musl profile support 
At the moment all musl needs in addition to an official stage4 file is a
few keywords and use flag changes.

c886c4cbe1 Make preinstall.d more deterministic 
Reorders the preinstall, making the order more explicit.  Also dedupes
some folder setup.
