Currently every run of install-packages puts out a warning that
map-packages is obsolete. This happens even if map-package does no
mapping. The caller can't prevent the call (it's part of
install-packages) and it gives no actionable help if there is
something wrong.
Keep track of any mappings we are doing in the obsolete map-packages
run and only output a warning if we actually translate anything. If
we do output, tell the caller what packages were translated so they
can make appropriate pkg-map entries.

We check python files with dib-lint rather than flake8 which have
conflicting opinions. This means weve been (forcibly) writing non pep8
python.
Also fixing pep8 issues so tests pass.

This patch writes a warning out to stderr to notify element authors
that may be using map-packages to migrate to pkg-map. This patch
also prints out a warning during image-create that lists the specific
elements that are not using pkg-map.

Unlike the redhat-common and opensuse map-packages maps, the RHEL one
appears to be unsorted. Fix that.

Some of the tripleo-image-elements were failing for RHEL due to lack of
build essential, python-dev and libz-dev.
This commit should fix those failure.

tgt maps to scsi-target-utils on RHEL. This mapping already exists for
the Fedora element, so no need to add it there.

This will be needed by a patch I'll be submitting to t-e-i to
change the tftp implementation used by ubuntu, so that both
Ubuntu and Fedora can use the same implementation.

If you want to have the installation update packages, you'll
need to register the system log in to rhn and subscribe to an
available subscription.
export DIB_RHSM_USER to your rhn username
export DIB_RHSM_PASSWORD to your rhn password
To get the qcow2 image, log into rhn.redhat.com and download the
image from
https://rhn.redhat.com/rhn/software/channel/downloads/Download.do?cid=16952
Then export DIB_CLOUD_IMAGES to whereever you're hosting the qcow2.
