openEuler 20.03-LTS-SP2 was out of date in May 2022. 22.03 LTS
is the newest LTS version. It was release in March 2022 and
will be maintained for 2 years. This patch upgrades the LTS
version. It'll be used in Devstack, Kolla-ansible and so on
in CI jobs.
This patch also enables the YUM mirror to speed up the package
download.

This adds arm64 ubuntu-minimal Jammy functests and x86 ubuntu image
based Jammy functests. To make this happen we have to install
debootstrap from debian unstable on the functest nodes in order to get
access to a debootstrap that knows what jammy is.
As we ramp up Jammy support in our tools having good testing will be
helpful.

In some build environments Docker is already installed - and adding
podman is not an option. Add a new variable to toggle this, and
rename the now incorrectly titled DIB_CONTAINERFILE_PODMAN_ROOT to
just ...RUNTIME_ROOT to match.

For centos stream, the $releasever is just the major version. Several
of our .repo files are using $releasever in their path, and I think
that 8-stream installs are actually using 8 repos to install from.
For 9-stream, which doesn't have a corresponding 9, we're getting
errors enabling some of the aarch64 tests.
Replace all the $releasever expansions in the .repo files with the
exact version they are being installed for. They don't need to be
generic; we are installing these specific repos for each DIB_RELEASE,
so they don't mix-and-match.

CentOS Stream 9 is close to be released, and official mirrors are
already poplated. This patch is adding support to centos-minimal in CS9.
Also enable centos-minimal/[8,9]-stream-build-succeeds tests.
This patch is being tested together with [1] to apply following list of elements:

We need to update the base reference platform we perform the
functional tests on. Debian bullseye seems like the best choice -- it
is recent enough to last for a while, and will match the
nodepool-builder container environment.

Add openeuler-minimal element and add CI functional tests for both
x86_64 and arm64.
OpenEuler is an open source community driven YUM/DNF distro like
Fedora. It references Fedora and CentOS a lot for the rpm packages
building. So somewhat it can be treated as a redhat family distro
and reuse the YUM/DNF related elements to help build openEuler images.

Since the original merge of this code
(04208e7c79) several things have
changed; particularly now we ship dib-run-parts as part of dib, not as
a separate package.
We setup $_LIB to point to the shipped library diretory via
pkg_resources lookups. We now call dib-run-parts (as mentioned,
shipped as a dib library now), source scripts, etc. via $_LIB and thus
do not rely on $PATH. Consequently we don't need this activation
part.
Which is helpful, because "venv" (as opposed to virtualenv) doesn't
have activate_this.py. So this fixes installation under that for
Python 3.
We update the functional tests to use the virtualenv_command exported
by the ensure-pip role, which will test the venv path. There is no
need for dib_python as we are Python 3 only now.

The repo format has slightly changed for CentOS 8 (s/os/baseos/).
Make the chroot builder look for a more specific repos.d directory
first named for the distro variable, then fall back to to top-level
dir (this avoids having to constantly change fedora).
Update the gate mirror setup and roles for new Centos 8 paths too.

This is no longer a valid option for dnf, and it puts out a lot of
warnings constantly about the invalid entry [1]. Remove it.

Update builds to Fedora 29. Remove the openstack gate CI mirror
workaround for pre-28 versions as they're not building in the gate any
more.

This finalises the ports of the legacy jobs to zuul native jobs.
The dib-setup-gate-mirrors role preconfigures the repo templates,
etc. for the openstack-ci-mirrors element.
The dib-functests role runs the tests as specified by dib_functests,
and can run under python2 or 3.
