install-packages is an executable script, it should be +x. The install command that was installing it is setting permissions to 755, so we were fine there. However, I was trying to test the script outside of an image build to test a change, and it's helpful to have it +x in the repository for that context like all the other scripts under bin. Provide dpkg specific image building glue.
The ubuntu element needs customisations at the start and end of the image build process that do not apply to RPM distributions, such as using the host machine HTTP proxy when installing packages. These customisations live here, where they can be used by any dpkg based element.
The dpkg specific version of install-packages is also kept here.
