In Rocky 9 (and soon to be Rocky 10), we should use livesys-scripts from Fedora to handle configuration of the live images. For 9, we will need to patch it slightly. For 10, we may not need to patch it and will stick with the base.

Rocky 8 is not applicable as it is nearing maintenance mode in May.
