Add instructions for running a local development instance of the wiki
This seems fine to add and leave how/where to do this development (venv, vm, container) up to the developer.
Add SOP for openQA system upgrades
This sequence appears to be what I have done to upgrade Fedora on other hosts, aside from the additional step(s) for postgresql upgrade... 👍
