This PR rearchitects the creation of the openqa-testrepo-1 contents as follows...

  • uses script to generate empty packages and build repo contents
  • provides documentation of use of script(s) in both Rocky Linux 8 and 9
  • updates the repository contents to add acpica-tools package

After this PR is merged the openqa tests (base-update-cli.pm and server-cockpit-updates.pm) can be updated to use acpica-tools packages instead of pandoc-common for package update testing.
