Only do the addrepourl check if we're on F28+
inst.addrepo was added in F29. In F28 it should just sorta not do anything at all. It's not worth doing a big workaround to make F28 graphically add the repo in this case; let's just allow F28 to not actually add the repo. It's fine! This is fine.
