longer install timeout for Rawhide
Summary: When Rawhide's using a debug kernel, the install is pretty slow, and often times out. This gives us a 33% longer timeout for the install process when running on Rawhide. This will slow Rawhide runs down a bit when there are genuine failures at this point, but it seems kind of unavoidable. Test Plan: Do a Rawhide run and see if we get fewer false fails.
