Describe the bug
The install_serial_console test suite tries to boot to Anaconda and fails with # Test died: Anaconda has not started. at rocky/tests/_boot_to_anaconda.pm line 102.

To Reproduce

openqa-cli api -X POST isos ISO=Rocky-8.6-x86_64-dvd1.iso ARCH=x86_64 DISTRI=rocky FLAVOR=universal VERSION=8.6 BUILD=8.6_universal_20220607.222847.0 PACKAGE_SET=minimal IDENTIFICATION=false TEST=install_serial_console

Expected behavior
I believe this test should not boot to Anaconda but should use the text installer. Could use confirmation on that though.
