Description

Add install_minimal_upload test suite to upload HDD as qcow and add rocky-updates-minimal to Rocky Updates Job templates.

How Has This Been Tested?

POST of test for minimal-iso flavor with 100% successful completion of install_minimal_upload test suite and upload of qcow image from SUT
