* Create migrate2rocky9 For migrating to Rocky Linux 9

* Simple 8 -> 9 swap to start off with.

* Update settings for Rocky Linux 9

* Don't attempt to exclude modules when we don't have any

If our exclude module list is empty don't attempt to disable the empty list.
