[TASK]: Preliminary steps required for 9.5 #34

Before 9.5 beta can begin building, several steps must be completed:

Update and sync catalog and comps
Update peridot...To get around + vs plus issue as new package has been added with a + in its name
Ensure Rocky Linux 9 GPG key is applied to the project
Ensure project is public
Ensure admin privileges are applied to required users including API key (e.g. label)
Ensure external repo is applied
Clone swap from 9.4 to 9.5
This CANNOT be done until after tuesday/wednesday patches (10/15 or 10/16) and new firefox/thunderbird it built (#40)
